October 20 Special Town Meeting Discussion
The committee voted unanimously to recommend the revised Article 3 motion. It raises Ipswich's FY2027 assessment for Essex North Shore Agricultural and Technical School (Essex Tech) by $15,928, to $431,928. The committee also kept its earlier unanimous recommendation of Article 12 (Town Wharf design) without a revote, and discussed the Ascension Church easement article and the Article 11 wind turbine motion without voting. Jamie Fay objected that the Essex Tech motion does not name a funding source. Town Manager Brendan Sweeney said the motion follows past practice for fall supplemental appropriations and that the increase, driven by higher enrollment, will be covered by:
- $13,185 in unbudgeted municipal state aid, and
- $2,743 from school-specific state aid, which lowers the Article 1 school-aid motion to $128,720.
Whittier Technical High School Agreement and future capital costs
Discussion only; no vote. Sweeney reported on the 50/50 compromise capital formula:
- Haverhill agreed to it.
- Newburyport, Rowley and reportedly Merrimac voted against it.
- At the October 22 regional agreement meeting, he plans to propose applying the 50/50 split only to the current building project, with future capital costs shared by enrollment.
Members' main concern was that Ipswich could be billed for a share of a $2.5 million feasibility study before all 11 towns agree. Swenson said he would vote "a hard no" until the agreement is fixed and urged a formal request for help from state legislators.
A Charter Recommendation Review and Finalization
Discussion only; no vote. The remaining items on the chair's list were deferred for time. Members focused on two problems:
- Late budget and warrant information. The charter's 65-day budget deadline carries no consequence, and warrants can be posted as little as 7 days (annual) or 14 days (special) before town meeting.
- Pay raises. The town manager can negotiate raises without guidance or limits from the select board.
The chair will follow up on three items: replacing mailed printed reports with a postcard and link, compensation guardrails, and quarterly budget-to-actual reports.
Discussion on consideration of automation of meeting notes generation
Discussion only; no vote. Members generally favored AI-generated minutes from a service built by resident Ted Dillon, priced the same as the current minute-taker , and suggested trying it as a pilot. The unresolved issue is who would edit and post the minutes, since the chair does not have access to post on the town website.
Notes Review and Approval
The committee approved the September 8 and September 15, 2026 minutes, the latter with corrections. The February and March 2026 minutes listed on the agenda had already been approved and posted, so no action was needed.
Adjourn
The meeting adjourned at 9:42 PM.
