Ipswich Public Safety Building Committee Meeting - July 3, 2026

Presentation on Existing Buildings and Proposed Facility

No vote was taken; this was an informational presentation by Fire Chief Paul Parisi and Police Chief Paul Nikas ahead of the September town meeting. The chiefs detailed structural, space, and health/safety failures in the current 1907 fire station and the police station (former warehouse), including waterlogged supports, flooding, lack of ADA access, no female locker rooms, single showers, carcinogen contamination, and records stored in a 150-degree attic. They presented the proposed combined facility at 36 Linebrook Road, emphasizing decontamination areas, private dorms, ground-level cell access, and shared training/EOC space.

Site Selection and Frequently Asked Questions (36 Linebrook Road)

Discussion only; the chiefs defended the site against public concerns. They stated the site was selected from 16 candidates studied since 2016 (per the 2021 HKT feasibility study), that seismic studies found 12 feet of dry solid ground (not wetlands), and that the building footprint does not exceed the adjacent church. They argued response times will not diminish despite moving 0.8 miles, citing chronic traffic and train delays at the current Central Street location.

Public Questions

Discussion only; residents raised concerns and sought clarification. Cheryl Clap Becker questioned why the town doesn't reuse other towns' plans (procurement law and topography cited) and the flat roof/durability (chiefs cited masonry-and-steel construction for longevity); Ken Purinton asked about boat storage (smaller boats accommodated, large patrol boat too big for any building) and exterior materials (mix of brick and metal panel); Mikey Giuseppe asked about the September voting process (explained by Town Manager Brendan Sweeney).

Key Decisions

No votes or binding decisions were taken at this meeting; it was an informational presentation and Q&A session. Prior context noted: the bond measure failed at the May 12 town meeting by 8 votes (requiring a two-thirds majority).

Transcript Paul Parisi [1:30] Good evening, everybody. Hello? I guess it does work. Mikey Giuseppe [1:45] How about that? Paul Parisi [1:47] Good evening, my name is Paul Parisi and I am the fire chief here in Ipswich, and I'm joined by Paul Nickas, our police chief, and it's our privilege to be here this evening to discuss the proposed public safety building. Tonight's agenda We'll cover the presentation that will go over both of our buildings, both the police station and the fire station, and why they need to be replaced. The overview of the proposed building, as well as some frequently asked questions, things that we have heard from, from the public about questions they might have. And then we want to open it up to you as well. This evening we are plagued with some technical difficulties. Some of the equipment is not working. We are live on iCAM, so for those of you home, welcome and thank you for joining. This is also being recorded, and we would ask that in the event you have questions, to please email either Chief Nickas or myself. Our emails are available on our website. There is also an email link on the Public Safety Facility website that goes directly to all of the members that are on the committee. So you can email everybody if you'd like to, or you could email myself, the chief. So obviously, whatever you'd like. Mikey Giuseppe [3:22] And I think that's it. Paul Parisi [3:22] Thank you again. And I think at this point I'll ask Chief Nickas just to go over some of the history of our committee.
