ICAM Recording | Pump Station Relocation Presentation
Continued Public Hearing: 214 High Street (214 High, LLC) Special Permit
The board voted to continue this hearing to September 24, 2026 at 7:00 p.m. at the applicant's request. No substantive discussion occurred.
Continued Public Hearing: GCTH Ipswich, LLC (251 Topsfield Road) Special Permit Modification
The board voted to continue this hearing to September 24, 2026 at 7:00 p.m. at the applicant's request. No substantive discussion occurred.
Continued Public Hearing: Waldingfield Estate, LLC (55 Waldingfield Road) Special Permit Modification
The board voted to continue this hearing to September 24, 2026 at 7:00 p.m. at the applicant's request. No substantive discussion occurred.
ANR Request — Richard Galicki, 237 Linebrook Road
The board endorsed the ANR, creating a buildable 3.3-acre Lot 2 from the 63-acre Galicki Farm parcel. Staff confirmed the lot meets all requirements, including 151 feet of frontage (150 required) and a 50-foot right-of-way on Bull Brook Lane, with no illusory frontage.
New Public Hearing: Town Wharf Pump Station Relocation (Water & Wastewater Director)
The board took no final vote but opened the hearing, voted to engage a third-party stormwater reviewer, referred the landscaping to the Shade Tree & Beautification Committee, and continued the matter to September 24. Multiple abutters objected to relocating a smaller station in front of residences and building a pump station in the last downtown green space at the Town Hall athletic fields, citing noise, odor, truck traffic near children, lost river views, and property values; the applicant stressed the current 1950s station is in the FEMA floodplain and that the $15M FEMA grant requires moving it. (Board member Mitchell Lowe disclosed he is within 300 feet but did not recuse.)
Continued Public Hearing: Zoning Amendment — "Lot Area" Definition
The board voted to close the public hearing and to stop advancement of this amendment. Members concluded at a prior meeting they lacked sufficient due diligence on the consequences of the change.
Continued Public Hearing: ADU / Accessory Dwelling Unit Bylaw Amendment
The board reviewed the revised (August 28) draft item by item and made numerous wording refinements but took no final vote; discussion will continue toward the October 20 Special Town Meeting. The central point of contention was whether to prohibit short-term rentals of ADUs; the board split, with several members and public speakers (ZBA Vice Chair Ben Fierro, Carl Gardner) urging preservation of the status quo prohibition to protect housing goals, while others called the restriction arbitrary — the board agreed to prepare a floor amendment so town meeting can decide.
